Founded on the Elements and the Guiding Principles, the Ethical Smart City (ESC) Framework is a five-step process and a set of created and curated tools that guide Smart City Champions in the development of ESC solutions.
The framework can be used in two ways. First, it can be used by municipalities in a generative capacity to create new Ethical Smart City approaches. Second, it can be used in an evaluative capacity to help municipalities understand the effectiveness of existing Smart City initiatives.
It would be great to have something that can be customized, both for our team and also for our colleagues in the city, to be able to understand what the difference looks like and how the outcomes change based on having a different set of measurements and goals.

Broken into five major steps and accompanied by a set of tools, the ESC Framework equips Smart City Champions and their communities to co-create ESC solutions. It is a strategic and iterative process, which leverages the communities’ values to address their challenges. Identifying and understanding a community’s values provides context to the challenges and the technologies needed to address them. Through a strong feedback loop, every step allows for the engagement of relevant stakeholders which enables municipalities to implement ethical, sustainable, inclusive and intelligent solutions with and for their communities.
The ESC Framework was designed, by the Institute Without Boundaries’ cohort of 2019-20, as a process and a set of tools to guide the development of Ethical Smart City solutions. While ESC Framework ensures that the values of the community are at the forefront of the decision-making process, the ESC Toolkit enables consulting and involving relevant stakeholders at every step of the process. To allow for long-term systemic impact, these Framework and its tools facilitate transparency and optimize public engagement.
Values, challenges and technologies – the elements – are the foundation of generating and evaluating Smart City solutions through a five-step process. ESC solutions are derived out of the community’s prioritized values, while addressing the right challenge, using appropriate technologies. The combination of these elements guides municipalities toward the Ethical Smart City transformation, as they develop products, services and infrastructure using technology. The cooperation of their communities will enable your municipalities to implement ethical solutions for them.
